Boise in general is very safe. I had a good friend who lived in the exact area your talking about for 4 years. Great area, especially if you prefer to walk or bike places.
The noise rom the bars was never an issue. When people left the bars, they went west back towards the heart of downtown. We rarely saw drunks.
Lock you stuff up because like any city, bikes and such disappear.
